A study commissioned by
Empire State Development and prepared by The Pathfinders notes that the
area boasts a labor force exceeding 715,000 people, of which
approximately 38,000 were unemployed seeking work. Additionally,
another 33,000 working people are also considered part of the labor
pool. This pool of people currently working are considered
"underemployed" and possess the skills, experience and education to
qualify them for a higher paying position.
